Specializing in Administrative Law
Nahale Freeland Kalfas is a solo-practitioner specializing in Administrative Law. For the past fourteen years, she has been responsible for prosecutorial hearings, settlements, rulemaking and legislative matters as General Counsel for the North Carolina Board of Examiners for Speech and Language Pathologists and Audiologists. She received her J.D. from Duke University School of Law in 1997. Ms. Kalfas is legal counsel to the National Center for Interstate Compacts (NCIC) on a number of interstate compact projects and serves as co-counsel for the governing board of the Psychology Inter-jurisdictional Compact (PSYPACT) and also serves as one of the principal drafters and counsel for the compact efforts for Audiology and Speech and Language Pathology (ASLP-IC), Occupational Therapy and Licensed Professional Counselors. She provides guidance with regard to best practices for state regulatory boards, umbrella agencies and licensure compact agencies as a faculty member on the Panel of Experts for the Occupational Licensing Consortium sponsored by the U.S. Department of Labor in conjunction with Council of State Governments, National Governor’s Association (NGA) and the National Conference of State Legislatures (NCSL).
Ms. Kalfas sits on the Board of Directors for the National Council of State Boards of Speech and Language Pathologists and Audiologists (NCSB), is an officer for the Administrative Law Council of the North Carolina Bar Association, and is a course planner and frequent speaker at the NCSB Annual Conference and the North Carolina Occupational Agencies Annual Best Practices Seminar. Ms. Kalfas has also served as a planner, presenter, webinar instructor, panelist, moderator or trainer at: American Bar Association (ABA) Administrative Law Conference, Federation of Associations of Regulatory Boards (FARB) Regulatory Law Seminar, Council of State Government’s (CSG) Summit on Interstate Compacts, CSG/U.S. Department of Labor (DOL) Best Practices Webinar, Kentucky Public Protection Cabinet Occupational Licensure Best Practices Seminar, North Carolina Bar Association Continuing Legal Education Seminars, and various professional associations and national councils of regulatory boards. Ms. Kalfas was on the legal team that completed and presented the legal assessment for the Great Lakes Compact Commission and provided the Interstate Compact Governance Training for the Interstate Commission for Nurse Licensure Compact Administrators.
